The Kerala development model had its foundations in land reforms, Chief Minister Pinarayi Vijayan has said.
He was speaking after inaugurating the national conclave on ‘Bhoomi – Digital survey for smart land governance: innovations, integration, and impact’ in the State capital on Wednesday.
He pointed out that one of the most important decisions of the first government to come to power after the formation of the State of Kerala was the launch of land reformation. “This paved the way for comprehensive change and development in the State.”
The need for a scientific survey was felt to address land-related issues in the State, particularly disputes related to land boundaries. Steps taken in this direction were not fully effective, and so it was decided to take up a digital survey.
Completion of digital survey of land would ensure that no disputes related to it will occur anywhere in the State, he said. “The digital survey ensures that all details of land belonging to a person are transparent and easily understandable. This will help reach a permanent solution to a huge problem in Kerala.”
The Chief Minister said steps had been taken to complete digital survey in a time-bound manner and make sure that the State exists as a model in land governance.
He expressed hope that the participation of delegates from other States in the Bhoomi conclave would result in fruitful discussions and benefit the State. He also released the conclave video at the function.
Minister for Revenue K. Rajan said the State had been able to implement unprecedented modernisation in land reforms. He pointed out that the digital resurvey was end-to-end digital, without any physical entry.
Himachal Pradesh Land Revenue Minister Jagat Singh Negi was the chief guest on the occasion. Kerala Ministers; A.A. Rahim, MP; MLAs, and IAS officials from Kerala and other States were present.
The Bhoomi conclave organised by the Revenue department, and the Survey and Land Records department aims at highlighting the State’s advancements in land governance. The next two days of the conclave at Uday Samudra Beach Hotel, Kovalam, will have eight sessions and 20 presentations on the theme of smart land governance. Delegates from 23 States have registered for the conclave. National and international experts in the field will also participate.
